Ingest one signed CloudEvent (HMAC)
Receives a single AFPS RunEvent CloudEvent from the run's HttpSink. Authenticated via Standard Webhooks HMAC-SHA256 (webhook-id, webhook-timestamp, webhook-signature headers). Idempotent: duplicate webhook-id values inside the replay window return 200 { outcome: "replay" } without reprocessing. Events with non-contiguous sequence numbers are buffered and drained in order on the next contiguous arrival or when a terminal event flushes the buffer.
