Fetch a single run input file (HMAC)

Fetched by the agent runtime for each entry in the files manifest. The bytes are streamed straight from storage so neither the platform nor the agent buffers the whole file; the agent streams the response body to files/{name} on disk. Same Standard Webhooks HMAC auth as the workspace route. A 404 on a file the manifest listed is a fatal provisioning fault.
