Withdraw a package share

Remove the offer AND the placement it backs, in one transaction: a package left running in a space that may no longer see it is the failure the two-table split exists to prevent. Same authority as sharing — the package type's share in its home space. 404 when the package is not shared with that target.

The share's target exactly as GET …/shares published it: a space id (spc_…) for a space target, or the member's user id for a user target. The two are told apart by the space-id shape. There is no third spelling: the id of another member's personal space is never on the wire, so it cannot be the handle here.
