Delete a space

Delete a space and all associated end-users. The default space cannot be deleted; neither can a space with runs in progress (the delete cascade-drops runs, which would rip the rows out from under a live container), nor one that is the home of one or more packages (packages.home_space_id, the space whose <type>:write governs them): move those with PUT /api/packages/{scope}/{name}/home first. A personal space is not deletable here at all — it goes away through offboarding, once its owner has left the organization; a live personal space that is not the caller's own answers 404 rather than 409, and a delegated credential is never its owner (it carries its creator's authority, not their privacy), so it gets the 404 too.
